The African Union has appointed South African ratings executive Sifiso Falala as interim Chief Executive Officer of the Africa Credit Rating Agency (AfCRA), giving the newly launched continental institution its first operational leader as it begins building its rating framework.

Falala, who currently heads Sovereign Ratings Africa, will oversee AfCRA as it establishes its operations from its headquarters in Mauritius. The agency was formally launched in Port Louis on October 7 and is expected to operate as a privately owned institution, independent of African governments and the AU.

AfCRA is entering a market that is not starting from zero. Africa already has several homegrown credit rating agencies that rate banks, corporates, governments, and debt instruments.

The new continental agency will therefore have to differentiate itself through the quality of its analysis, independence and ability to give investors a deeper understanding of African credit risk.

Among the established Africa-based rating agencies are:

  1. Metropol Credit Rating Agency – Kenya
Metropol is a Kenyan credit information and ratings provider, with the Capital Markets Authority listing Metropol Corporation Limited as a licensed credit rating agency. Its ratings activities cover corporates, governments, debt instruments and other capital-market participants.
  2. Agusto & Co. – Nigeria
Founded in 1992, Agusto is a Pan-African ratings agency operating across Nigeria, Kenya, Rwanda and Ghana. It has issued more than 3,000 ratings covering financial institutions, corporates, sovereigns and debt instruments.
  3. GCR Ratings – South Africa
GCR has operated since 1996 and has a presence across several African markets. It was fully acquired by Moody’s in 2024 and remains one of the largest providers of ratings on the continent.
  4. Bloomfield Investment Corporation – Côte d’Ivoire
The Abidjan-based agency rates corporates, financial institutions, and public-sector entities, including sovereigns.
  5. Sovereign Africa Ratings – South Africa
A South African domestic credit rating agency focusing on sovereign and other credit assessments. Its methodology considers economic, financial and institutional strength, alongside ESG and natural-resource factors.
  6. CARE Ratings Africa – Mauritius
The Mauritius-based agency focuses on ratings within the Mauritian market and is part of the wider CARE Ratings network.
  7. Beacon Ratings – Ghana
Beacon provides ratings across areas including SMEs, insurance companies, banks, fund managers, corporates and financial institutions.
  8. Middle East Rating & Investors Service (MERIS) – Egypt
MERIS provides ratings covering financial institutions, corporates and structured finance in Egypt.

The AU says the agency is not intended to replace international rating agencies, but to complement them with analysis rooted in African data, expertise and economic realities. Its credibility will ultimately depend on whether investors view its ratings as independent, technically rigorous and free from political influence.

Falala’s immediate task will be to help turn the political ambition behind AfCRA into an institution whose ratings can stand alongside those of established agencies.
